Naoko Takeuchi was born in Kofu, Yamanashi, Japan to Kenji and Ikuko Takeuchi. She has a younger brother, Shingo, whose names she gave to characters in Sailor Moon. She attended Kofu Ichi High School, where she wore a sailor uniform and joined the astronomy and manga clubs, experiences that influenced her work. Her father encouraged her to pursue other career paths, so she studied chemistry at Kyoritsu College of Pharmacy, becoming a licensed pharmacist.

After graduating, at age 19, she entered the manga industry by submitting Love Call to Kodansha, winning Nakayoshi's New Artist award. She worked on one-shots and serials like Maria and The Cherry Project before creating Codename: Sailor V, which evolved into Sailor Moon. Serialized from December 1991, Sailor Moon became an instant hit, leading to a 200-episode anime, three films, and extensive merchandising. She later married Yoshihiro Togashi, author of YuYu Hakusho and Hunter × Hunter, and they have two children.

Takeuchi established her own studio, Princess Naoko Planning (PNP), to manage her properties. She returned to Kodansha after their rights to Sailor Moon expired, and later became heavily involved in producing Pretty Guardian Sailor Moon, a tokusatsu series. In the 2010s, she oversaw the reboot anime Sailor Moon Crystal and subsequent films, writing theme songs under the pen name Sumire Shirobara.
